About a dozen police cars were called to an address in Angel Road, Norwich, just before 6.50pm on June 28 last year after reports three men were seen with weapons.
Although the suspects were not found police discovered a number of cannabis plants at the address as well as growing equipment.
Police launched an appeal for witnesses but have now confirmed the case has had to be closed.
A spokesman said: “All lines of enquiry have been exhausted and the case has been closed.
“Of course, we would always review any new information provided to us.”
