The Championship fixture was originally scheduled to kick off at 3pm on Saturday, November 4, but will now take place at noon the following day and be shown live on Sky Sports.
Casual ticket details for the game have not yet been released, but are expected to be in the coming weeks.
The Canaries beat Blackburn 2-0 at Ewood Park the last time the two sides met, with the previous fixture coming as David Wagner’s first as Norwich boss.
The Lancashire side won 1-0 on that occasion in an FA Cup third-round clash at Carrow Road, Jack Vale scoring the winning goal.
Rovers are currently 14th in the second division after a mixed start to the campaign, while City are three points ahead of them in eighth.
